China and Espionage: The brain drain of western institutions and the creation of new spies within…

The recent flurry of cases dealing with Chinese spying in Canada and the United States. Has piqued my interest, and what a rabbit hole that is…

The Huawei incident for starts, is dealing with technology using 5G that exploits backdoors in their (Huawei) phones, enabling them to be used in Chinese surveillance, both the US and Canada have created laws against Huawei technology…

Huawei Technologies Co., Ltd. is like so many Chinese corporations, associated and controlled by the Chinese central government.

“Four members of the Five Eyes international intelligence alliance—Australia, Canada, New Zealand and the US—have declared the use of Huawei telecommunications equipment, particularly in 5G networks, poses “significant security risks”, while Canada is carrying out its own security review.”

“On 15 May 2019, president Donald Trump signed executive order 13873 to declare a national emergency under the International Emergency Economic Powers Act, allowing for restrictions to be imposed on commerce with “foreign adversaries” that involve information and communications technology. Trump stated that the U.S. needed to protect itself against “foreign adversaries” that create and exploit security vulnerabilities in information and communications systems: the order made no specific references to any country or vendor.”

“In February 2020, the Wall Street Journal reported that U.S. officials claimed Huawei has had the ability to covertly exploit backdoors intended for law enforcement officials since 2009. These backdoors are found on carrier equipment like antennas and routers. Huawei’s equipment is widely used around the world due to its low cost.”

Meng Wanzhou a suspected spy and the daughter of Ren Zhengfei who has strong ties to the Chinese military and is a member of the communist party.

Meng Wanzhou a high school drop-out in 1993 in China has made it in a meteoric rise to become the Chief financial officer of the company. She started out with the China Construction Bank formed in 1954, a pure government-run business that financed the nuclear program in North Korea in 2013 and put money into all those Pyongyang’s missiles. She was arrested at the Vancouver International airport on route to Mexico via Canada…hmm. Trying to circumnavigate the US by flying directly to Mexico her destination of choice on this particular trip. She has been accused of fraud and violation of American trade sanctions against Iran.

Seems there are Chinese spies everywhere, and one might take this seriously as China’s wanton disregard for western law, they have been found guilty many time of stealing technology any intellectual property not belonging to them.

Their ‘Thousand Talents Program’ connected to the Chinese central government’s ‘Thousand Talents Plan‘ — which has been rather quiet lately, during this uncovering of unscrupulous and distressing behaviour of scientists in greater institutions in the west. TTP has been active in recruiting intellectual talent for the People’s Republic of China. Xi Jinping’s need and vision to expand China, a new rising superpower to the top of the global market in technology, manufacturing, IT, Artificial Intelligence, and medicine especially pharmaceuticals including new cheaper and high tech vaccines and drug medicines.

The Charles M. Lieber case starts with his arrest with two other Chinese nationals on January/2020 only further the evidence of a massive Chinese program to procure at any means, technology and research and even academics, young and old, and smart kids in the science and technology fields. Lieber has failed to disclose his and his Chinese graduate student’s connection to the Thousand Talents Program/Plan. Lieber is one of the rarely chosen foreign members of the prestigious Chinese Academy of Sciences. Newly gained through Thousand Talents.

According to court documents, since 2008, Dr. Lieber who has served as the Principal Investigator of the Lieber Research Group at Harvard University, which specialized in the area of nanoscience, has received more than $15,000,000 in grant funding from the National Institutes of Health (NIH) and Department of Defense (DOD). These grants require the disclosure of significant foreign financial conflicts of interest, including financial support from foreign governments or foreign entities. Unbeknownst to Harvard University, beginning in 2011, Lieber became a “Strategic Scientist” at Wuhan University of Technology (WUT) in China and was a contractual participant in China’s Thousand Talents Plan from in or about 2012 to 2017. China’s Thousand Talents Plan is one of the most prominent Chinese Talent recruitment plans that are designed to attract, recruit, and cultivate high-level scientific talent in furtherance of China’s scientific development, economic prosperity and national security. These talent programs seek to lure Chinese overseas talent and foreign experts to bring their knowledge and experience to China and reward individuals for stealing proprietary information. Under the terms of Lieber’s three-year Thousand Talents contract, WUT paid Lieber $50,000 USD per month, living expenses of up to 1,000,000 Chinese Yuan (approximately $158,000 USD at the time) and awarded him more than $1.5 million to establish a research lab at WUT.”

Yanqing Ye one of the two arrested with Lieber, a PRC officer, a lieutenant, who was conducting surveillance and research into academics, Robotic tech, and possible new talent among other things. She lied on her visa request, not disclosing her connection to higher-ups in the National University of Defense Technology.

According to federal documents, Ye was being directed by senior leaders of the PLA while conducting research at Boston University. Her supervisor was a colonel in the PLA and professor at the National University of Defense Technology, a top military academy in China directed by the country’s Central Military Commission.”

Ye applied for a J-1 visa application to conduct research at the Department of Physics, Chemistry and Biomedical Engineering Center of Polymer Studies at Boston University.”

Zaosong Zheng a 30-year-old Chinese national, a researcher was arrested at Boston’s Logan International Airport with 21 vials of medical-biological cancer research accused of stealing the vials for the Chinese government.

“Zaosong Zheng, 30, a Chinese national, was arrested on Dec. 10, 2019, at Boston’s Logan International Airport and charged by criminal complaint with attempting to smuggle 21 vials of biological research to China. On Jan. 21, 2020, Zheng was indicted on one count of smuggling goods from the United States and one count of making false, fictitious or fraudulent statements. He has been detained since Dec. 30, 2019.”

And the list goes on…

Four faculty members from the University of Florida have left the school amid a widening investigation into foreign exploitation of American-funded medical research.

The University of Florida is also in the sights of those seeking procurement of talent and research, not theirs, they are willing to pay a great deal for it and possibly lure the researchers to China. This is a massive campaign at a brain drain of the United States, Great Britain and Canada.

“Meanwhile, other connections to Chinese recruitment programs are being discovered at research institutions across the country. A federal judge will decide what becomes of Feng “Franklin” Tao, an engineering professor, for allegedly working for China in secret while also working for the University of Kansas. Another cancer researcher in Boston is accused of trying to smuggle stolen lab samples in his luggage. He was attempting to board a flight to Beijing when authorities stopped him, according to the New York Times.”

Scientists and Technology professionals are seeing a boon for their talents and greed and prestige are taking a toll on their numbers as they are tempted by the vast wealth of a rising superpower like China. Instant success, and publication of their studues and fabulous amounts of money are available through the Thousand Talents Program.

“Some 54 scientists have resigned or been fired as a result of an ongoing investigation by the National Institutes of Health into the failure of NIH grantees to disclose financial ties to foreign governments. For 93% of the 189 scientists whom NIH has investigated to date, China was the source of their undisclosed support.”

In a National Institute of Health (NIH) investigation over fifty scientists have resigned for being involved or seeking involvement with foreign governments through financial granting and their research, failing to disclose ties to these governments even while obtaining grants in American institutions like the NIH. Which delves out some $30 billion a year to American scientists. And prerequisites of this granting is that they do not take money from foreign governments.

This brings us to the case of Dr. Xiangguo Qiu in a Canadian Biosafety Lab-4 in of all places Winnipeg, Manitoba Canada…

Dr. Xiangguo Qiu and her husband Dr. Keding Cheng Research scientists at the National Microbiology Laboratory (NML-Canada), were escorted from the Winnipeg lab by the RCMP.

EXECUTIVE SUMMARY: In July 2019, a rare event occurred in Canada. Suspected of espionage for China, a group of Chinese virologists was forcibly evicted from the Canadian National Microbiology Laboratory (NML) in Winnipeg, where they had been running parts of the Special Pathogen Program of Canada’s public health agency. One of the procedures conducted by the team was the infection of monkeys with the most lethal viruses found on Earth. Four months prior to the Chinese team’s eviction, a shipment containing two exceptionally virulent viruses—Ebola and Nipah—was sent from the NML to China. When the shipment was traced, it was held to be improper and a “possible policy breach.”

In this shocking story of a Canadian Biosafety Laboratory Level 4 (BSL-4) which handles some of the most dangerous viruses and pathogens on earth.

Biolab_Detail-1

Dr. Xiangguo Qiu made 5 trips to China, to another BSL-4 in Wuhan National Biosafety Laboratory of the Chinese Academy of Sciences. These trips were made in 2017-2018. When a shipment of highly dangerous Ebola and the Nipah virus was sent to China to it raised questions of other viruses ship to the Wuhan Institute of Virology.

Her security was revoked along with her husband Keding Cheng and her Chinese graduate students.

Dr Qiu has affiliations with four Chinese biological weapons facilities…

  • Institute of Military Veterinary, Academy of Military Medical Sciences, Changchun
  • Center for Disease Control and Prevention, Chengdu Military Region
  • Wuhan Institute of Virology, Chinese Academy of Sciences, Hubei
  • Institute of Microbiology, Chinese Academy of Sciences, Beijing

Dr. Xiangguo Qiu has received numerous grants from the Chinese Scientific Institutions while at the NML lab in Winnipeg. At the same time receiving huge Canadian taxpayer collected dollars for her work at the ‘National Microbiology Laboratory’.

It is disturbing that Canadian taxpayers pay for all that technology at the National Microbiology Laboratory (NML) in Winnipeg. They work hard and pay their taxes so that millions of dollars can be spent on finding new viruses or manipulating those viruses as bio-weapons for foreign government agencies.

And this is not the first time that this has happened. In May of 2009, Konan Michel Yao was charged crossing the Manitoba-North Dakota border, with 22 vials of viral material, all of which had the Ebola virus in it. The Materials could be used in making vaccines. Strangely the materials were not noticed missing for months, which bears to mind the security of such institutions if someone can run away with 22 vials of genetic material relating to a highly dangerous virus which results in the agonizing death of those who contact it.

Mister Yao had the materials in the ‘trunk of his car’ when he tried to cross the border on May 5th. Yao was born in the Ivory Coast and educated at Laval University In Quebec, Canada. He was sentenced to 17 days in jail and a $500 dollar fine.

Those Chinese students that arrive here for an education and are given the rights and freedoms of this nation, something they would not get in China a communist dictatorship, a country where human rights are violated constantly. China the #1 violater of human rights and freedoms. Only to see these sell-outs, and some of our own homegrown turnaround and steal technology and intellectual property belonging to the Canadian people, belonging to the Institutions of the west and to take it back to China for wealth and some prestige at a university or Medical institution within China.

This is only the tip of an iceberg, the thief of intellectual property signifies millions if not billions of taxpayer dollars spent to achieve those products. It is going on in every aspect of western democratic life. Not only technologies but patents, China encourages and rewards those scientists who take out patent applications within China for new drugs and techniques and medical instruments and devices, medical IT and diagnostic equipment.

The west is being taken apart piece by piece and sold off to China. What next Canadian gold mines?

China the country of knock-offs, they can’t create it so they steal it.
