Thousand Talents Plan: Part 1

It sounds so much like a part of some Chinese proverb in the saying of it, it might seem to allude to a reward you get in heaven if you’re good, but in reality, the Thousand Talents Plan is a very dangerous, secretive and Chinese clandestine organization, a force to be reckoned with here in the free west.

It is part of CCP (Chinese Communist Party) beta model of Global communism. Of the CCP and its constant exporting communism to the world.

Walking hand in hand with the feel-good propaganda of Confucius Institutes which breaks western democracy down through soft power, and never allows the idea of a China that is the Chinese Communist Party (CCP), a cruel and inhuman totalitarian organization, that is run by dark and corrupted old men and some 92 million communist party officials and followers. That violates everything good and human to achieve material success, and will do anything to achieve that success and ultimate global dictatorship.

A CCP that tramples on the beliefs and religions of its people and keeps 600 million people in slavery, but shows a face to the western democracies of a good and benevolent government that seeks the well-being of all, and is full of everything Chinese. That is full of history and wonder and soaking in the philosophy of the great master Kong.

Its real intent, aims through CCP and western elite technocrats; colluding, aiding each others development to dominate innovation, and steal it or nip it in the bud before it becomes a force to reckoned with…stifling the growth of real new industry.

Big Tech is not interested in sharing; it places itself above the governments of democracy. If any one watched the hearing a few weeks ago were the senate questioned the CEO’s of the largest social platforms and the largest search engine in the world; Google, Facebook and Twitter on the nature of censorship and aiding foreign governments in the destruction of democracy.

Google has opened a massive AI data center in Beijing, China. And they where under the microscope in a hearing that is well over due. But that is not the matter of what I speak to here. Google betrays America and dominates search queries like a communist and even influences presidential elections…

China has been gaining inroads into the workings of the western style of democracy and capitalism for decades. China is infamous for it’s sponsoring the thief of technology and having no respect for intellectual property owned by individuals and institutions and governments alike.

In 2008 the Central Government of the People’s Republic of China created the Thousand Talents Plan (TTP) or more concisely the Thousand Talents Program. It is the front for the United Front Work Department of the Central Committee of the Chinese Communist Party (UFWD)

[…] to recognize and recruit leading international experts in scientific research, innovation, entrepreneurship.”

The program was further elevated in 2010 to become the top-level award given through China’s National Talent Development Plan, a plan that was conceived jointly by the Central Committee of the Communist Party of China and the State Council of the People’s Republic of China in 2010 to strengthen innovation and international competitiveness within China.[1][2] The United Front Work Department‘s Western Returned Scholars Association is the official representative body for program participants.” – Wikipedia

…and in that decade or so of operating the Thousand Talents Plan of the Thousand Talents Program it has attracted more than 7,000 people overall. All professionals, leading scientists and Tech engineers, in nanotechnology, AI and IT, bio-genetics and agriculture, specialists in their fields. No technology is excluded from the list, China or should I say the CCP wants it all…

And it is interesting to note that patents applied in China have gone from roughly 400,000 in 2008 when the organization (TPP) was formed to over triple that amount, ten years later in 2018. And the CCP have no respect for or do they abide and obey of international patent rights.

China, a risen superpower is dominating the world in manufacturing. The world’s second-largest economy in terms of GDP, totaling some $13.5 trillion US (90 trillion Yuan), it leads the world in purchasing power and has done so since 2014. It is a manufacturing colossal, that aims to become the largest on the planet. With hi-tech cities built along the ‘New Silk Road’, with European and Asian domination coming with the “Belt and Road Initiative” adopted by the Chinese government to develop infrastructure and investments in 70 countries and international organizations. This effects today some 65% of the world population and some 40% of the global economy, of the global gross domestic product as of 2017.

“On July 11, 2019, in an interview with The Atlantic, the U.S. Deputy Secretary for the Middle East Michael Mulroy explained that the Department of Defense was concerned about China’s desire to erode U.S. military advantages, as well as China’s push for access and basing, use of economics to intimidate through the One Belt One Road initiative (which is a worldwide campaign of infrastructure investment) and technology and intellectual property theft, acquisition and penetration.[195] This was followed by U.S. Army General Mark Milley‘s testimony during his Senate confirmation hearing to be the next Chairman of the Joint Chiefs of Staff where he said that China was the United States’ primary challenge and they were outspending the U.S. in research, development and [procurement].”

And what is the vehicle of that ‘procurement’, the Chinese nationally run ‘Thousand Talents Program’ which is capable of throwing hundreds of millions – if need be — and university and institutional prestige as its recruits the best talent…

TTP is very deep pockets and the allure of freedom from government intervention into their research, even research that can and is dangerous. Whither that be in chemistry, nanotechnology, biotechnology, bio-genetics or AI, weaponry or medicine, many have been jumping at the chance to achieve millions for their scientific research and discoveries. Enabled in America by government and American Institutional grants.

China in 1980 had a GDP of $90 Billion in current dollars, today it is $13.5 trillion. The largest growth of any economy in the history of the world and it has been showing no sign of stopping.

The COVID shutdown was a minor glitch for a while and is now interfering in an otherwise economic monster of manufacturing, of export and import of vast resources.

But as the year of COVID has progressed, China is slumping fast and badly, and recent numbers show companies leaving in droves to Vietnam and other Asian nations and even back to America.

Along with those some 350 million Chinese who have denounced their Communist party membership and are quitting the party and who are becoming aware of the CCP plan underneath the façade of ‘good for China’.

China’s record of human rights abuses, its illegal and inhuman trafficking in human organs in some 3000 organ medical centers around China that cater to a growing population in organ tourism, gained from the Uyghurs’, some 1 million are held in detention and the Falun Gong persecuted for their religion. All this and the COVID virus which started in Wuhan and now dominates all culture and all economic systems threatening to turn the world into a great depression, millions and millions are out of work and small companies are falling like flies. And finally, the word is out that China does not play fair, they bribe and pirate technology and violate patent law for even American companies that are manufacturing within China, as can seen with De Walt, the global tool maker, which has been in a number of legal battles to gain a hand up against Chinese knock-offs.

But the troubling part is the recruits that China gains through its Thousand Talents Plan (TTP) that are helping China by giving freely of research gained through American investment, government grants in R&D, through the espionage which is rampant in America. And the giving away intellectual property that scientists gained through grants received by American Universities, from American government institutions to the tune tens of millions invested by tax payer money. 

China aims to dominate world markets in pharmaceuticals, in drugs and vaccines; in IT and Artificial Intelligence, in Nanotechnology and 5G. The pharmaceuticals and vaccine industry are the fastest growing and one of the leading industries of the People’s Republic of China.

“China accounts for 20% of the world’s population but only 1.5% of the global drug market.”

“China, as of 2007, has around 3,000 to 6,000 domestic pharmaceutical manufacturers and around 14,000 domestic pharmaceutical distributors.”

In a Washington Times article, it was stated that…

“China, the newsletter reported Tuesday, “accounted for 95% of U.S. imports of ibuprofen, 91% of U.S. imports of hydrocortisone, 70% of U.S. imports of acetaminophen, 40% to 45% of U.S. imports of penicillin and 40% of U.S. imports of heparin, according to Commerce Department data. In all, 80% of the US supply of antibiotics [are] made” in China.” — Guy Taylor

And now China wishes to dominate the world in cheap vaccine manufacturing. All stimulated, and even gained by grants given by the Bill and Melinda Gates Foundation (BMGF), which has a need for cheap vaccines for the countries that the Gates Foundation floods with those vaccines.

 [As of 2015] “China is gearing up to supply the world with affordable vaccines that fulfill all efficacy, safety and quality requirements.”

“China is currently producing nearly all of the commonly-used vaccines for viral diseases such as influenza, measles, rabies (for humans), mumps, rotavirus, hepatitis A and B and for bacterial diseases, including typhoid, tetanus and diphtheria,”

That was four years ago…

This all supplied by the China National Biotechnology Group part of the China National Pharmaceutical Group, Chinese government-owned enterprises of vast wealth and power. The Bill and Melinda Gates Foundation made a recent grant of $400,000…

“…to support international collaboration on anti-coronavirus products to increase the availability of safe and effective products for sustainable distribution and their use in China and the foundation’s target countries.”

China, the largest dictatorship on planet earth, along with Xi Jinping is hell-bent on being the one, the one who is first to all things global. It covets that immense power so much and fears not being the one who reaches the plateau of ultimate global technocracy. China, and its masterful and successful use of soft power, strives to become the first and only global dictatorship in history, the first to AI supremacy, and the first in the world to use medicine and world health, virus and vaccines as a weapon of choice. A weapon of soft power.

It has the largest standing army on the planet, and now has newly built BSL-4 laboratories throughout China.

The first was built and completed in 2015 in Wuhan, Hubei province China, at the Wuhan Institute of Virology. That lab has strong ties to the National Microbiology Laboratory in Winnipeg, Manitoba, Canada and, the thief of genetic material in July/2019. The second BSL-4 lab is at the Harbin Veterinary Research Institute which is part of the Chinese Academy of Agricultural Sciences which is…

It was established in 1957 in Beijing and oversees 42 institutes. 32 are direct affiliates. 8 institutes are co-hosted together with local governments or universities. It has more than 5,000 professional employees.

Thousand Talents Program (TTP) was established by the Chinese government to coerce, purchase, or through the soft power used in Confucius Institutes, a simple rebranding of propagandist ways to bring back to China, individuals educated in elite universities and institutions, who are scientists, technicians, engineers and IT specialists, entrepreneurs. Using a bottomless source of money and giving academic prestige to lure the many talented and now highly experienced scientists, in the fields of vaccine research, cancer research, epidemiology, Nanotechnology experts and innovators and inventors in numerous fields of scientific study, of Chinese birth and educated in the west, and western expert and innovators into the Thousand Talents network. 

The United States Department of Justice is awash in cases involving numerous scientists, Technicians, engineers and chemists, who have been caught giving into the lure of the TTP money.

Harvard Professor Charles Lieber caught in participating in the TTP while still being funded to the tune of $15 Million by the National Institutes of Health (NIH), the Department of Defense (DoD) and lying about it, and taking large sums of money from the CCP and selling away nano-science technology to a foreign and Communist government.

Along with this story was two Chinese nationals and the Chair of Harvard University’s Chemistry and Chemical Biology Department, have been charged with aiding the People’s Republic of China.

In a compilation of the prosecutions brought on by the U.S. Department of Justice, they stated…

“About 80 percent of all economic espionage prosecutions brought by the U.S. Department of Justice (DOJ) allege conduct that would benefit the Chinese state, and there is at least some nexus to China in around 60 percent of all trade secret theft cases.

The Department of Justice’s China Initiative reflects the strategic priority of countering Chinese national security threats and reinforces the President’s overall national security strategy. The Initiative was launched against the background of previous findings by the Administration concerning China’s practices. In March 2018, the Office of the U.S. Trade Representative announced the results of an investigation of China’s trade practices under Section 301 of the Trade Act of 1974. It concluded, among other things, that a combination of China’s practices are unreasonable, including its outbound investment policies and sponsorship of unauthorized computer intrusions, and that “[a] range of tools may be appropriate to address these serious matters.”  – Office of Public Affairs of the United States Department of Justice

Every few days a new charge is being posted of a University professor or scientist, a researcher or even students from China or Chinese nationals stealing and involved in corporate and Institutional espionage.

This problem is only rising and the push back from the American government and even the Justice Department and FBI, and other intelligence agencies point to a failure of nationalism within the country as intellects sell out to the Chinese regime. Their moral compass corrupted by vast sums.

“Former West Virginia University Professor Pleads Guilty to Fraud That Enabled Him to Participate in the People’s Republic of China’s “Thousand Talents Plan”

“Lewis defrauded a public university into giving him leave, so that he could satisfy his competing obligations to a Chinese institution, which he hid from the school, […]”

Even an Los Alamos National Laboratory scientist is involved with the Chinese, making false statements about his involvement with the TTP…

TTP is in the guise of a top-level award in the shape and style of a Nobel prize without the fanfare. A façade pandering to the egos of learned men. A sharing of technology and science, as scientists are already convinced of globalism. It is spies spying and using a front to gain access to intellectual property, if not an outright thief of medical discoveries. TTP encourages and promotes a secretive program to have scientists in the U.S. file for their patents on their newly discovered formulas for vaccines and research methods among other things in the Peoples Republic of China (PRC). All this in the need to circumvent the western patent law and process and allow CCP control of world technology.

The CCP is a hypocrite, it will allow Patents within China, where that patent violates laws in the west, and yet not recognize patent rights on things they freely pirate and knock-off with stolen technology from other nations….

TTP is a front for the United Front Work Department (UFWD) that reports directly to the Central Committee of the Communist Party of China. The UFWD schmoozes and patronizes and attempts to influence those elite individuals that are sought after by elite institutions. Its a brain drain program in the ongoing war for higher technological advances. It is especially interested in overseas Chinese people in America, Great Britain, Australia and Canada.

The UFWD was the brainchild of Deng Xiaoping, the “Architect of Modern China” in 1979, and further its reach and power — and has intensified through Xi Jinping, the present General Secretary of the Communist Party. Who sees China, on top of the global game for supremacy as the singular global power?

The Communist Party of China has tied themselves so tightly within the capitalism of China, so threaded into the fabric of corporate China, that it is hard not to tell the difference. The Chinese government has its hands in all things Chinese. Internet technology, Artificial Intelligence, and medicine, specifically viruses and vaccines. When it sees as a powerful asset and control mechanism.
